International observance (also known as international dedication or international anniversary) denotes a period of time to observe some issue of international interest or concern. This is used to commemorate, promote and mobilize for action. Many of these periods have been established by the United Nations General Assembly, Economic and Social Council or by UNESCO.

example:
1960s
1961 - International Health and Medical Research Year
1965 - International Cooperation Year
1967 - International Tourist Year
1968 - International Year for Human Rights
1969 - International Year of Love

At that time we had nudes on stage in "Hair", beatles taking LSD,
Young boys losing their life in Vietnam, countries exploding
nuclear devices, race riots, Australian Aboriginals were still "non-persons" and were not recorded in the census.
We had the "Who" rock group smashing their instruments on stage,
and "free love", and a cyclist in the tour de france dying with
traces of amphetamines in his blood.
They were turbulent years, one of the shining lights was Mohammed Ali, refusing induction into the army.
The stamp fits well I should think, suggesting high fashion and exotica.

Int year of the potato

Mind you, I love the thing, mashed, whipped, fried, pie,
It would have to be second only to rice as the world's fav veg.

2002 was the International Year of Mountains.

I don't know... I'm thinking they could have done better than that... those are rather ugly in my opinion.
