It would probably sell at 20% or 30%, too. That's what "popular" is in this case.

In this case they would have been better off losing the cert since it calls attention to the stamp's weak traits.

If this were my stamp, I never would have sent it in for a grade. To me, the only reason to send a stamp in for a grade is if it is exceptionally pretty and well-centered, or if there were some disagreement on the grade. In this case, I cannot imagine a disagreement over whether this was Fair or Fine or better. I WOULD send it in for a 'plain' cert to document genuineness and faults. As rogdcam said, a graded cert simply emphasizes the poor traits.
