Seems to be a joke to me. (And one not appreciated by some.)
When the term, "Pig" was commonly used as a derogatory term used by anti-police folks a couple of decades or so ago, the police took the term, adopted it and turned it into a positive. The use of "pig" by police haters then diminished. Pig product with the slogan also arose such as pig shaped piggy banks.
This akin to the "sister" adoption of two groups poking back at the church,
Sisters of Perpetual Motion and
Sister of Perpetual Indulgence, both San Francisco originals. Both well worth a Google image search.
Another currently local to me, Donald Novello, made his big money and career as chain smoking, tinted glasses wearing Father Guido Sarducci, poking fun at and with the Vatican. For you baseball fans, her, both as himself and Father came up with the idea of using Portuguese Water Dogs to retrieve splash hit (home runs hit into the SF Bay's McCovey Cove) at the SF Giant's new AT&T Park. This link has both a story and video of the dogs along with Father Guido Sarducci:
