Gentle request. When asking about something, please show the entire item, front and back. You might be surprised what the SFC readers might know about what you have. From your initial image, one can't really tell if your stamps are loose or adhered to something. If it took 3 of these to mail a postcard, then this is during the 1988-1991 era and would seem to be a use of "discount postage".
