Found this one this morning. Request the color heavy folks to please look at the below pics: I have put the "red" stripe oddity next to the normal black stripe one for comparison.

I looked and did not see any variations in Scott so seems to be an EFO?

First inclination should always be a color changeling, especially on a used stamp. A simple way to prove would be to place another stamp in a sunny, south-facing windowsill for a week or two.
