FYI -- The left stamp in your original post (i.e., the one with the indistinct DEC year dated town CDS) plates to position 76L3 -- and the portion of the adjoining 77L3 at right shows the LIL to run both "up too far" and "down too far", recut varieties #23 and #24, respectively.

Plate 3 only produced Scott #11A's.
