Some sort of charity stamp. The bottom line reads "Donate to save Palestine."

Solved.

It was issued in 1948, in Egypt, together with the greenish "stamp".
It was the NILE Association that collected money for Palestine by selling the "stamps". Many Arab countries formed such associations for the benefit of Palestine.

The value of the brown stamp is very modest, a few dollars.
