Does one collect an editorial decision or the first stamp released?

If you use pre-printed albums, you are usually following a catalog. Scott and SG sorts sets (definitive series) by denomination and more intended for organization and presentation.

In December 1922, Ireland, except for six counties that voted to remain within the United Kingdom became a Free State. In the run up to that moment, the future Free State of Ireland had a provisional government. Stamps of the United Kingdom of Great Britain and Ireland were overprinted 'Provisional Government of Ireland 1922' in Gaeilge.

The ½d stamp from a set of eight stamps is listed as nr.1 for Éire by most catalogues and as T1 by the Hibernian Handbook.

The first stamps. No more to add.
