NSK is correct - the Peru stamp is the first commemorative stamp issued in the world.
The NSW 1888 issue is the first commemorative set issued in the world. Each stamp in the set was issued on a different day, from 9 July 1888 (1d) to 13 March 1889 (5/-).
Victoria Sc #1 issued January 3, 1850. The first stamp featured a quaint 'half length' representation of Queen Victoria by local artist E. Wilson and was printed in Melbourne. (image from dealer Glen Stephens)
