Would someone please explain the SEC. 562 reference on this cover, which I presume refers to the 1¢ precancel:

From the 1932 Postal Laws and Regulations volume pages 252-3:

The 1940 PL&R volume contains essentally the same wording, but spanning 3 pages, so I scanned the 1932 edition. The 1948 edition renumbered the sections, so your cover is before then.
