First--I have no clue. That said, this is not a guess, but with a tagged person, perhaps a country in Europe near Germany but still no clue. I look each week, and look again for the answer and then to myself I say, yep, no way I'll ever win a point.

Edit to answer NSK below: You overlook the reason I inserted South and North which was to further help narrow down the choices for rogdcam who lives in the US. Also I must point out that while it was a gift from France, the green lady who has appeared on stamps in her country of housing, has at time not been from a photo of the gifted one but the reproduction at New York-New York Hotel and Casino in Las Vegas. I do not know which, original or reproduction, was used for the booklet stamp shown. As to the Maple Leaf [2005], I selected that image because the flag does not infer any country. Perhaps you would have preferred the image below for which the clue, 'Not France' would also work on the joint issue.Not to put too fine of point on this, as the post was intended as humor and just for rogdcam, there is no country north of France which shares a border and uses a iconic maple leaf; a statement that would hold true for any wallpaper issuing stamp entity except one, Not France.
