Nicaragua, Postal Tax, Scott # Ra70, With Unknown Overprint "Pensiones De Retiro Y Montepio G.n."?

Hi,

I found this stamp, but am unable to find it in my 2013 Scott Catalogue.

The underlying stamp is RA70 from 1962, but the catalogue mentions no Postal Tax stamps after 1962 in the Postal Tax listings.
For overprints on that 1962 series, the catalogue mentions some in the regular postage section:
842-852: not these, these are the 1964 "CORREOS" overprint and 1965 "CAMPOREE" overprint series
855-868: not these, these are the 1969 black "CORREO" overprint series and 1969 "O.I.T" overprint series
901-908: not these, these is the 1972 blue "CORREO" overprint series

Google searching is not coming up with anything either, so what are these?

Google did show a reference to a different postal tax stamp with that phrase in a different color and format, but the article seems to be behind a website subscription.

This site explains that Nicaragua ran out of the postal tax stamps, so had to overprint 2 million stamps to make up the shortfall:

RESUME OF STAMPS IS AUTHORIZED, "PENSIONS AND RETIREMENT AND MONTEPÍO GN"

"No. 9 , Approved on January 23, 1968

Published in Gazette No. 67 of March 19, 1968

THE PRESIDENT OF THE REPUBLIC,

In use of his faculties,

WHEREAS:

That the General Directorate of Revenue, in Official Letter No. 1139 of January 11, 1968, has informed the Ministry of Finance and Public Credit that, due to strong demand, the existence of stamps for "Pensiones de Retiro y Montepío GN C$0.05", is about to run out, please issue an Agreement that authorizes the re-stamping of Two Million (2,000,000) stamps with the above legend, using Postage Overrate stamps of equal value, RA-74 series whose existence in the General Warehouse of Fiscal Species is in excess of the needs for which it was issued.
THEREFORE: AGREES
Unique: The printing or re-stamping in black printing ink is authorized with the legend "Pensiones de Retiro y Montepío GN" of Two Million (2,000,000) Postage Overrate stamps of C$0.05, Series RA-74.

Communicate Presidential House Managua, DN, on the twenty-third day of the month of January of nineteen sixty-eight. (f) GENERAL A. SOMOZA D., President of the Republic. (f) Gral. Gustavo Montiel, Minister of Finance and Public Credit".

Thank you all! A very quick response.

So they're essentially Postal Tax stamps that (I assume) were issued in 1968?

Any reason why Scott would not catalog it? Are there places that do catalog it?

They are not postal tax stamps. They are used to receipt contributions to one's own pension fund and so are not really revenues/fiscals, either. Therefore, they won't be in stamp catalogs except possibly as a footnote.

I too was circumspect,
felt they were like Fiscals, but wasn't game to post.
Interesting little blighters.
I think they deserve a footnote.

Thank you for your responses! All the information helps.

Interesting, so are they very common? I haven't been able to find any other pictures of it online, which makes them seem not common, but........2 million stamps seems like a lot (though maybe not all were used), and a pension fund use seems like a "common" use that would allow a lot more to be out and about.

I saw one referred to in a Thematic blog,
either Orchids or Animals.
I recall it said something like "Unlisted ???"

I think they can best be described as (pension) savings stamps.

The 'pensión' is a pension benefit. 'Retiro' is retirement. The 'Montepío' is a social welfare fund, normally to provide for invalid members, or the widows and orphans of members.
The overprint, thus, translates into "pensions for retirement, and orphans and widows" (it could also be for invalids).

A 1949 law established this tax.

The "G.N." on the stamps means "Guardia Nacional."

The tax was for the benefit of retiring Guardia Nacional members and their families. It was charged on telegrams, cablegrams, and radiograms.

Thank you, michaelschreiber. I stand corrected. They are then tax/revenue stamps.

The Somoza government using it to pay for Guardia Nacional pensions makes perfect sense.
