This appears to be the Swastik Paper Company from Chennai (Madras).

P&I may refer to 'Protection and Indemnity,' an insurance terminology.

I interpreted it to read "P&T Guide, so perhaps meaning Postal and Telegraph....

Post and Telegraph Guide. April 1935.
Maybe it enclosed documents such as securities, postal orders, or something similar.

Is the 1935 Guide online? I found several older versions and a much newer version, none of which had a section 57 that could conceivably be on point to these markings.

I only found a reference to the 'Post and Telegraph Guide' (sic.) of India and the versions. The 1935 one, in the listing, is followed by one after 1958.

I have looked everywhere and can't find clause 57 (7).
I found one other cover on the internet at a bazaar - with same wording
But offered no explanation
