probably 'registered mail' which, normally, would have been blue.

Indeed REGISTRATION

Can be Red or Blue (or, as in this cover both!)

The wax crayon, red or blue, reflects older times when
registered articles were tied with string, in the shape of the red and blue wax crayons, and then the knot sealed with wax.

Philately is permeated with so much past history.
