I was reading the March 1970 issue of American Philatelist (page 189) and saw a short article describing a postmark I have never seen or even heard of before. Has anyone seen this postmark? Thanks.

Sounds like a way to expand the money grab ...... Mint unused , valid postal used and C-T-O's ,now we got NOT VALID cancels . I am sure some of those NOT VALID are "rare".

I have them as SGE 303

Any Idea what the "BIN" / "BLN" signifies?
