For any country I use I merge the PDFs into one file and sort them in Scott order (airmails, semi-postals in the back). I will cut off around 1990 for most countries so do not deal with layer years.

Then edit each page before editing to add the page number. If I add a custom page, I will use a number like 8.1.

I wish Steiner did this for all his files I assume he does this to keep the source files small although it could also be a hangover when some will still using dial up modems.

I do, as you place the Back of Book pages at back of Album.

I NEVER deviate from Steiner's numbering,
with 400 albums, one can get oneself into a right mess.

That way I can print whatever page I fancy,
without printing HUGE amounts of Blank Pages, without stamps.

Depending on my stock of any country, I print Steiner's Blank pages
with headings, storing year collections to 1 page.

When I have enough to print a numbered Steiner Page, I do that.

I do not print a page if I have nothing to mount on it. I just add the page number just prior to printing. After I have merged the pages and reorganized, the page number is the PDF page number. I remove the intro pages (credit notes) so that is not a page number.

Sometimes I will merge the pages from classic set if different from worldwide too.
