Delcampe Is Officially Run By Morons

The California Consumer Privacy Act of 2018, as amended by the California Privacy Right Act (effective in January 2023), arguably is as broad as GDRP. Among US states, it is unique in having created a state enforcement agency, the California Privacy Protection Agency. The CPPA in March 2023 completed a 65-page rule making that requires dozens of changes in how entities handle information, down to the level of specifying what websites should say. Just what businesses need in a soft economy—a new state bureaucracy that will forever seek to expand its reach to control the particulars of what businesses do.

That is the bottom line, folks are not complaining about Delcampe, but rather complaining about being less able to evade taxes on their financial transactions, be it in the USA or elsewhere in the world.

By the way, European laws mean squat, if you are trying to do business in the USA. When you willingly sell in the USA you are willing agreeing to the taxation rules and self identification required by those rules. Do like them? Don't do business in the USA markets with customers located in USA regions. The location of the sale is where the buyer's computer is located within the USA.

Purchase related taxes paid by buyers and taxes paid by sellers on profits of items sold, are here to stay.

And reporting it means diddly squat because the damage is done.

It depends on what was stolen. If only an email address and password, you can be warned to change the password.
It also allows police to act. European police, the Dutch especially, have been successful in closing down a few large sites that were trading these data.

The threat of a big fine helps some to choose to spend money on securing their data.

But in most cases, yes, the damage to individuals has been done. That is not different from reporting a murder.

Reporting also gives you notice of who to sue and sets the latest date on which applicable statutes of limitations start to run; this is valuable in nations like the US with an active plaintiff's class action civil litigation environment.

Is Mangopay something that can only be used in the EU and GB?

Mangopay can be used in the US. I buy on Delcampe frequently and I usually use Mangopay, to which my credit card is linked. It's easy to set up.

Are the states initially not allowed to purchase from the website allowed to have accounts again?

Nope. Still locked out.

Shame that Delcampe made it pretty much impossible to shop on. Was never my first or second choice when looking for stamps, but did come in handy a few times.

I'm still on Delcampe which totally redid the fee structure of the whole website. Sellers no longer pay final value fees as that cost has been shifted to the buyers (10% of seller's price plus 30 Euro cents per item). Instead sellers pay a flat monthly fee depending on how many items are active in their store and something like Sellers Plus will be coming to replace the Gold subscription. Another monthly flat fee for that service too.
