Needless to say I'm a bit pissed. At first I assumed the cover had only made it to Sacramento before it got turned back but lo and behold, checking the tracking info it got all the way to Hawaii from California and THEN it got sent back! What industrious worker perpetrated this upon me and what's their excuse?

Not a package. Only packages qualify for ground advantage (i.e., tracking). Generally speaking, needs to be rigid or 1/4 inch thick.

It could be the location of the bar codes. When I use the automated kiosk, it shows a picture that the postage meter should be in the upper right corner, while yours is on the left side of the envelope (and upside down). The kiosk also shows that the tracking number goes at the top of the envelope, with the "Place this label to the left of the postage" tab folded over to the back side of the envelope.
There must be a reason that they say this, perhaps their scanners aren't versatile enough to find the barcodes placed anywhere on the package.
If you ask a helpful clerk at the local post office, they may have other advice. (just don't try to visit the P.O. on tax day, oh my gosh).

USPS manual says:

Priority Mail Express items bearing invalid postage detected by a Postal Service device must have a Label 424, Invalid Postage Return Label, affixed and be returned to sender.

Maybe the machine didn't like the $1 postage meter as full payment for postage, and the machine didn't see the rest of the postage. Interesting "Postage Due" handstamp with no amount filled in. Definitely a question for the USPS, but since "you didn't follow the rules" for placement of the bar codes, I doubt that they would refund you the postage fee even if it was their error.

I believe ZebraMan is right.

From the PO manual:

First-Class Mail does not include USPS Tracking®. Although First-Class Mail postcards, letters, and flats are not eligible for USPS Tracking, those items are eligible for other extra services that provide barcodes for scanning. These extra services can be purchased, providing some tracking information.


So the $1.00 postage sticker and the tracking label appear to be incorrectly placed.

Hmm that's a good point. In the future perhaps I'll try to make more use of the full size label offering instead of hand writing it. Speaking of tax day I had the most amazing experience yesterday. I drive up to a PO in a neighborhood I was passing through and the parking lot is full and I think oh dear Lord. I walk in and the place is empty! Literally not a soul. There's one clerk behind the counter and I ask if they're open. He says yes. I say where is everyone? It's tax day? He says "this is Buena Park, nobody pays their taxes here"
