Is There A Foreign Object On This 45 C. Merson Type French Stamp ?

It looks like there is a piece of paper sticked to the stamp, but the color is the same with the one at the center .
I can also see traces of green ink under the letter E, P and V are joined and there is a extra dot at left of L. How could this be explained?

It is a used stamp - no telling where it has been

Post pe, these were printed quite some time ago. Printing technique was not the same as it is today. Even the amount of ink supplied to the plate varied constantly. Yours is probably overinked somewhat - absolutely nothing unusual for the type and time of printing

My battered copy of Maury indicates that there were defective printings and double impressions which do not command too high a CV leading me to infer they are not uncommon. As noted above, printing standards at this time were not high and there could easily have been excess inking, poor wiping of the plates, etc.

Le Patrimoine du Timbre-Poste Francais says from the very start of this value in 1906 it was retouched as was the 10. so perhaps these are little slips. But I think its the printing...

Thank you very much for the information you've given. I understand that technology's back then weren't so advanced as they are now . It's is possible it's just a effect of the printing process, they probably applied too many ink as you've both suggested.
If my memory doesn't lay me ,I have seen the same occurrence on 45 c. Merson type stamp, before. I will looke through internet and try to find it.
