I'd not seen anything like this before, so of course I had to buy it.
It's an 1894 billhead from a cigar manufacturer with a cigarette tax stamp tied via embossed seal. It's outside the documentary tax period so it's not an improper use scenario.
Was this a manufacturer's file copy of the receipt with the cigarette tax stamp used on the cigars in question attached for reference or something similar?
Unfortunately the embossing on the seal isn't clear enough to read.
