Significance Of Cigarette Stamp Attached To 1894 Cigar Manufacturer Billhead?

I'd not seen anything like this before, so of course I had to buy it.

It's an 1894 billhead from a cigar manufacturer with a cigarette tax stamp tied via embossed seal. It's outside the documentary tax period so it's not an improper use scenario.

Was this a manufacturer's file copy of the receipt with the cigarette tax stamp used on the cigars in question attached for reference or something similar?

Unfortunately the embossing on the seal isn't clear enough to read.

It appears that this is simply somebody having fun. The stamp serves no purpose. The billhead is datelined Utica, N.Y., Aug. 13, 1894. The stamp is cancelled 4th District, N.C., Feb 1, year is unclear.

Further, the embossed corporate seal (looks like one, old ones often with year date in center) looks like it's dated 1955 to my eye. Outer ring reads SARATOGA... N...
