I just sold an item that somebody in Sweden bought. I want to send an invoice but ebay says I can't send an International invoice.

I get this message: Invoices can't be sent for ebay International Shipping orders.

ebay wants to charge $22.00 for shipping on a 99 cent item.

How can I send the buyer an invoice?

I've never had this issue before.

Message the sender buyer what ebay is forcing. Then tell the buyer to pay the invoice as shown in the cart and you will then refund $XX.xx such that the buyer will only be paying what it is you want to charge for shipping on top of the $0.99 purchase.

Just be aware, if the buyer claims the item never arrive you will be stuck eating the entire 99 cent loss. Be sure you can afford that loss before proceeding.

Edit of course.
