Hi Everyone! Struggling a bit with this find. Looks very Russian, but I can't seem to put my finger on it in my Scott's. I'm sure I'm overlooking something. Any help is much appreciated.

The inscription means POST STAMP .
I'm not aware of such type of stamp been issued at all .
