My thinking is that it was placed on blank sheets of paper , then it was run thru a newspaper printing , so it was used as revenue on newspapers that were sold in the Turkish Empire or part that the Austrians controled .

Know nothing of this era, but ironically saw another couple stamps just a couple days ago in a different location from this same series so looked them up. Austrian for use in the Turkish Empire, Scott 49 was what I found. Note was added that this is surface colored-paper.

As far as the cancellation, cannot be of help.

It could be an Austrian and Ottoman marking as noted in the "Bale Specialized Holyland Catalogue during the rule of the Ottoman Empire Stamps & Postal History 1840-1919".

Germania, the AR looks like a winner here.

Stamp also looks trimmed on the right for whatever reasons.
