Thank you for the back, gum side photo. The stamp looks to be a flat plate printed stamp. Thus as perf 11 and flat plate, it can only be Scott #610 which has a catalog value for hinged of 50 cents, one dollar if not hinged. Yours as you know is hinged.
No if, please note the word, "if" you had a 613 you would need to send it into a recognized expertizing service such as The Philatelic Foundation (P.F.), the American Philatelic Expertizing Service (APEX) or Professional Stamp Experts (PSE). If the stamp then received a genuine certificate as a 613, you would NOT sell it on
ebay. It would need to be handled by a major philatelic firm which handles expensive rarities.
As an aside, in the future, if you remeasure a stamp such as the one here and you start another thread, do mention the first one and why you are restarting it as a new thread.

You have a listing of 703(b) and show a Siegel Power Search return of a Siegel Sale from 1991 with a price in four figures. In the description
Siegel states the item has a P.F. Certificate. Such a certificate from the P.F. or one of the other services I mentioned is need before someone will pay the correct price for a 703(b).
