The number 210 on the second row is a Number 1 from Washington, DC. The cancel is inverted. There are a few different numerals and two styles of Ellipse surrounding the numeral. They are known as "Fish Tail" cancels due to the fancy nature of the numerals. You can see the "Fish Tale" on the bottom of the numeral.
On page 323 in Cole is an example of a Numeral 4 Fish Tail.
