Well, it's becoming a detective story, and I rather investigate watermarks and other philatelic issues.
I get that a seller would want to cover packaging costs within the shipping cost, but it should be in moderation.
A French seller used 11.50 EUR on a lot of stamps but charged me 16 EUR. I don't know if it's reasonable.
My issue with ebay is that they refuse to disclose their rates, which is suspicious. and the double rates of 27 GBP and 44 GBP for seeming the same size and weight item.

Well, you could look for phosphor bars on those stamps.
If any phosphor remains.

There is simply no way ebay would only charge the exact shipping cost. They have to pay an employee to do the shipping, plus they are doing this to make a profit.

What information will that reveal?

To summarise what I find wrong in ebay activities:
In the first example, the buyer asked for GBP 11.50 for the item.
If he had managed the shipment himself, he would have asked whatever the shipping fee was and ended up with GBP 11.50.
By using ebay shipping, he had to pay inland shipping, so his final gain was 11.50-8.20= GBP 3.30
The buyer paid ebay GBP 35.50, and ebay used an undisclosed amount of that for the shipping fee.

In the second example, for similar items from the same seller to the same destination, ebay's shipment fee varied from GBP 27.50 to GBP 43.90 with no known cause.

So ebay's Global Shipping Program and ebay's policies are used to extract more money from both buyers and sellers:

Sellers - besides the fee they pay ebay for every sale, they have to pay to send their shipment to the ebay center.

Buyers - charged with bogus shipment fee that ebay hide from their clients. In the above example, ebay added GBP 16 just like that. How many deals take place in a year? 100,000s? Millions?

I have sent many parcels over many years to Israel from the UK via a shipping agent, Transglobal Express. Search for them. They give good rates and often use Fedex as the carrier. By using a transglobal service[which can be insured to full value] it is usually cheaper than the post office for a tracked parcel to Israel and there is no need to pay inflated fees. Most transglobal services pick up from your home address for the standard price so you dont need to leave the house and cart the parcel yourself but you can still pick a drop off option if it suits you.

Triangle, there's a seller in the UK that gets low shipping rates, sent me two big A4 stock books filled with stamps for GBP 22.55. But it was slow (18 days) and unregistered.

A question to sellers to international destinations that use ebay's Global Shipping Program. After you pay to ship the package to the local ebay center, does ebay refund that inland shipping fee?

The internal cost is met by the seller.

So in the example that I showed:
The item price was GBP 11.50.
The buyer paid GBP 35.50.
The seller got GBP 3.30.
ebay gained an undisclosed amount.
How is it worth using ebay shipment?

Thanks Rob. I have considered prices inclusive of postage, but that makes the items expensive. Its possible to send by sea mail not airmail from the UK but it is a much slower service so you get what you pay for! In my experience most buyers want quick delivery, but it usually comes at a premium price.

I did order two packages of stamps in stock books from GB. The seller chose the cheapest shipping options. It arrived in 11 and 18 days. A few weeks passed and I didn't have the time yet to assimilate them in my collection, so for this type of philatelic shopping, time is less important.
