Hello, I recently acquired this stamp where George V has a significant scar on the forehead. I have not seen other stamps like this in my 60 years of collecting canadian stamps.
There are very few plate errors in the Scroll Issue. There are many in the Arch Issue. This is a difference I have noted while looking through stacks of stamps for printing errors. So, if you are flyspecking for errors, choose the Arch Issue and avoid the Scroll Issue.
I agree that this is an inking error, either a Kiss Print or Ink Smear.
