Most likely Austria Your Christmas seal is from the "Schwestern Maria" (Sisters of Mary) From the 90's but I do not know the exact date. Here are another stamp and a full pane with different designs.
The seals are sold to raise money for projects to help children in poor countries. The dot-matrix code looks like a typical code some countries use for sorted mail.

Philaseiten has a post that shows another seal that is similar. It ascribes these to the same organisation in Dernbach (DE). Also, Last Dodo lists a couple in the Germany section (not to sure if that is based on facts).
These seals, probably, were not issued by the organisation, but by a specific congregation.
