Do Two Ounce Rates Float Up Like Forever Stamps?

Do the 2 ounce rate stamps issued when the price was 70 cents, when I bought them, go up
in face value when the current rate is for instance 90 cents? Are they exactly like
forever stamps that can increase in face value?

They continue to pay the two-ounce rate, even if that rate has increased since purchase.

So if I use it on a parcel or package of more than 2 ounces it's worth 90 cents---not
the 70 cents that it originally cost?
