Hi, couldn't find the overprint, doesn't seem to be the standard one for these stamps

I can not answer, but go to www.stampword.com and maybe try the Northern Provinces of China

try this link. Look for the perforated stamp (Yang SC47).

I think Stanley Gibbons lists it as China SG 1501.
