What states' duck stamps are the most valuable to collect ?

If cost equals value, then a quick look at the US Scott Specialized will tell you which state's stamps catalog for the most cost. Otherwise all duck stamps, state and federal lose all of their value on the day they expire. Then you need to buy a new one for that year to hunt. To find the best value stamp, divide the cost of the stamp by the bag limit and the one with the least cost per duck is the best value.
