Just found this going through an old collection of Postage Dues.

Is it a plate flaw, ink smear, piece of dust on plate at time of printing?

A piece of dust or hair on the plate or sheet during printing, but as an Canadian EFO collector its pretty neat.

Hans Reiche's Canada Steel Engraved Constant Plate Varieties book from March 1982 does not include this ... actually, he does not list any postage due items (interesting?).
