This stamp is of the Germany 1926 Airmail issue.

I'm puzzled how to read the numbers on the postmark.

It seems to say 2 1 30 . 16

Is that 2nd January 1930 or 1st February 1930

and what's the 16 for ?

2 = 2nd day
1 = January
30 = 1930
16-17 = 16:00-17:00 hours, or between 4-5pm
