No. Cut from a modern souvenir card. There are some real foolers among these cards.

To answer the OP's original question, the catalog number for the Souvenir Card is SC6, with a catalog value of $12 (for the full souvenir card). I occasionally see the cut out stamps selling for a buck or two, as a reference item. The printing quality, from the BEP, is of course excellent quality.

Kind of icky they didn't put a line through the stamps like when illustrating modern forevers for advertising just to avoid any unnecessary confusion in the future

Probably because these 'stamps' didn't have a denomination.
