Very cool! I've seen Grenada stamps before, but never Bhutan. So Bhutan stamps don't have perforations? Are they self-adhesive or do you have to lick them?

These Bhutan stamps do not have perforations, as many of their special ones like these. I have also seen many other of their stamps online that are the same.

I saw a few with 3d effects on them. I have been researching some of these in the past but did not find much online, so I am not sure if these are for circulation, or are they just for collectors.

on my stamp identifier that I use to help, it says they are 1976, commemorative, and perforation is imperforate.

The back looks like a piece of paper to peel off, so I assume that is how they are attached to the envelope.
