Not sure what this red marking above the stamp is and it was applied before the stamp was affixed. What was its purpose? No other markings front or back. The address is:

It is the refernce to the PL&R (Postal Laws and Regulations) section under which the mailpiece was sent.

It was required. In the 1950s reference to regulation or law changed to mail category; e.g., "Bulk Rate" usually abbreviated like "Blk Rt" and so on.
