No - they wouldn't have used the 24-hour clock, and, if they did,"PM" would be redundant. Probably part of the date.

Hi Pshann,

The overprint is IR OFFICIAL. The IR stands for Inland Revenue.

The postmark appears to be Sligo (lovely part of the world). The PM is most likely the time, with the hour missing the stamp when the postmark was applied.

The 20 is the date. The Y before it will be May or possibly July. If I had to guess I'd say the former.

I agree with Bobby De la Rue, cancelled in the afternoon, probably 20 May, at Sligo. The stamps were issued to the inland revenue offices for use on official mail.
