I am trying to find scott #'s for the lower set. I believe the upper set is correct.

Can anyone identify?

I believe that the Simi numbers are correct. Scott 12 through 15.

This is a part set of the Ferrucci issue which shows up all over the Italian world, in Italy, and then overprinted for many, many other places in the Mediterranean/Aegean/North African region. I don't have a catalogue available until I get home, but you might check the Castelrosso/Castellorizo section around Scott #73 and following.
