what is the name and was this an expertiser? Or someone associated with the stamp design?

The stamp was designed by Clair Aubrey Huston.
He also designed the ˝˘, 1˝˘, 2˘, 3˘, 6˘, 8˘ and 9˘ values.
A collector of this series would certainly want a signed block...

The first US woman designer was Esther Richards who did the 1934 10 cent Smokey National Park design.
