I am confused about what catalog number the precancel is.
I am using the PSS Town & Type Catalog of the US, 8th Ed, (2019) Paper Version.

Type 701. (note the closer spacing between the two lines of text compared to wider spacing on the L-1TS type.)
The "W.A. AUG. '39" is explained on the section 5 "Integral Handstamps" on page iv.

The initials of the company using the precancels.
(I suspect Western Automatic Machine Screw Co., but I'll soon be corrected if I am mistaken.)
