The only hit is for a 1951 Korean 10 won revenue stamp.

Looks like a local revenue tax stamp for a area in North Korea .

LIsted in "South East Asia Revenues" by Barefoot (J. Barefoot Ltd, 2006) as North Korea, catalogue No. 3, 10 Won deep red. Issued c1950 as the first North Korean revenue stamp series in 8 face values (1, 5, 10, 15, 50, 100, 500 and 1000 Won). A variant with thick, cream paper, imperforated is listed as No. 3a.

Interestingly, the catalogue mentions that
