Bidder has 856 bids on 427 separate items, with 99% of their bids with one seller. Does that look odd to anyone else?

Link to item/profile? On it's face it sounds like it *could* be shill bidding, but without additional context we don't know.

How many did they actually win, or were they just (shill) bids?

I don't believe it is shill bidding. NYstamps has a huge and dedicated following; they're past the point of needing to shill. They, like some other prolific sellers, have customers who bid JUST with them. I don't see anything untoward here.

That's a very thirsty customer, with not much collecting focus! The key to proving shill bidding is tracking the relisted items and the time between. I don't have the time and patience for that surveillance.
