Hi there, I'm currently identifying some stamps and came across this one. I think the watermark looks like Watermark-2, but I would like to get some other eyes on it, since value difference could be enormous. Can somebody please tell me what they think?

(Pictured below, the watermark-2 is the top one and watermark-3 is the bottom one in the picture attached).
