What does the back look like (picture please) - depends on whether it is flat plate or rotary press.

The "Durland Standard Plate Number Catalog" confirms this plate number pair as 1041, flat plate printing.

Can also tell because flames end before frame.

Are you thinking of 1042 with the different design of the flame?

Here is a nice side-by-side comparison I found on ebay
https://www.ebay.com/itm/371769531182

The Rotary Press 1041B is the same design as the Flat Press 1041 but 1041B is just a hair taller. The 1042 has the different flame design.

No. My understanding is that on 1041B, the flame breaches the edge of the design. In the ebay link, the left most stamp looks like the 1041B as you can clearly see the flame outside the blue.

Nicholas,
I believe you are being confused by slight variations in the color registration, rather than the total height of the blue portion of the image. Ignore the red.

Ah, the cellophane tape stain at the top (usually trying to close a "Crystal Mount" sold by the ton back in the day by H.E. Harris & Co.). Many a block or plateblock ruined. Saving grace here is that the top pair of stamps sits on top of the normal corner plate block of 4 for this issue!
