What country/entity were the stamps with this detail on them issued for?

If it were North Korea, the statue would be much bigger...

The temple-like base reminds me more of a Central American pyramid. Could it be a statue of Columbus, or perhaps one of Simon Bolivar?

My guess is Honduras.
