Please provide any information about this brand to Shanghai Xinchang.: Year of manufacture? For what?

Seems to be some sort of security labels/seals belonging to the Shanghai Xinchang company - the four Chinese characters on the four corners loosely translate to "Beware of counterfeits".

Quite a number sold on huabid.com over the years (huabid.com is a philatelic auction website dealing mainly in Chinese philatelic material).
