3/13/23 August 1927.

Postage due label (January 1927) with perforation varieties.
Yours appears the line perforated (13 1/4)

Yes, it reads 3/VIII/27.
VIII is 8, not 13

and neither is 23 27.

As GeoffHa replied, it could be 3, 13 or 23. All I see is 3 VIII 27:
?3 August 1927. I cannot rule out 13 VIII 27, nor 23 VIII 27.

The valuable error is a 50h on 50h (Scott J52a), yours is 50h on 150h (J53). Essentially no value, since the catalog is at minimum.
