I'm just wondering if this is the way the stamp is meant to look.

There are strange lines in the top left corner that, at least to my eye, don't look like they are not meant to be there.

Is the block mint or used without gum? The firefighter issue almost looks like a scuff, or cancel and the coast guard issue appears to have small cancel reminants towards the bottom right as well as marks on the top of the police/EMS responder issue. Or are they possibly ink stains.

Is this a photogravure or lithography printing? If the former, it might have something to do with a faulty Dr. Blade or ink smear.

They were printed in offset litho.
Last Canadian stamps printed by photogravure was in 1986
by British American Bank Note Co.
