It definitely has the "Triangle C", which means it will be a Type III or IV.
What features to YOU see that point toward this being a Type IV instead of a type III ? (i.e. show us your homework.)

As a gentle suggestion it would be far better if you were to show the entire stamp scanned completely and square. AND as this appears to be on-cover, to at least show the postmark as any date can also be used to narrow down the Scott numbers and shade possibilities. It isn't fair to show partial information and seek an entire answer. Just saying.

I posted a cropped stamp for better resolution to better see the button and the curve on the 'T'. I will provide a second photo; it is dated December 1895.

The earliest of the Type IV's (279B) are from late 1897, so your stamp can only be a type III.
Thus the importance of seeing the postmark to be able to evaluate ALL the information available.

Thank you for the information. I was about to post a second photo, but I see it's not necessary. I followed the instructions for Type III and IV and looked at the button and 'T', which led me to Type IV. Thanks, regards.

And you might be surprised by what else the members here can tell you about your item.

One might expect this cover to have a machine cancel, but it falls in a brief window. The contract with the International Postal Supply Co was terminated June 30, 1895 leaving many large US cities without machines. Atlanta did not get a replacement machine (a Barry model) until early March 1897. Thus mail had to be canceled by hand for a period.
