Why? It's just a common stamp of the Blanc type.

To be more direct in answering your question, the stamp's color is light and the cancel somewhat obscures it, but it reads "Repvbliqve Francaise" in the oval rim. Try France about 1900..

I have a 2018 Spink/Maury which shows the stamp in question.
Doesnt your Maury show these pages?

A few years ago at a Maresch auction I got a old 1950s YT album
which included these 5c type Blancs
Yours looks like a very faded vert-bleu pale

The inclusions mixed with the postmark lead me to believe it could have been fabricated.

The postmark is from Lyon and struck up-side-down with typical date/time slugs in the center. What do you mean by "inclusions"?

This is why online translation services aren't particularly great, hence I wrote what I wrote

I should've capitalised Blanc.

Basically, there's no forgeries of the stamp, and the printing defect is common.
