To be more direct in answering your question, the stamp's color is light and the cancel somewhat obscures it, but it reads "Repvbliqve Francaise" in the oval rim. Try France about 1900.. |

This is why online translation services aren't particularly great, hence I wrote what I wrote  I should've capitalised Blanc. Basically, there's no forgeries of the stamp, and the printing defect is common. |
